I have to ask, is Russia truly decentralized? On the surface, it may seem like a country with a strong central government, but could there be elements of decentralization within its system? For example, are there local governments that have a significant amount of autonomy, or is the power truly concentrated in the hands of a few? And what about the economy? Are there industries or sectors that are not heavily regulated by the state, allowing for a degree of decentralization? I'm curious to know if Russia's system is as centralized as it may appear, or if there are aspects of decentralization that are often overlooked. Is Russia decentralized?
