How do you become a DeFi?

How do you actually become a DeFi, or decentralized finance, entity? Is it simply a matter of adopting blockchain technology and creating a platform that operates outside of traditional financial systems? Or does it require a deeper understanding of financial markets, cryptography, and smart contract programming? Are there specific regulations or licenses that need to be obtained? And how do you ensure that your DeFi platform remains secure and trustworthy, given the decentralized and often anonymous nature of blockchain technology?
