I'm trying to understand the different levels of review under the National Environmental Policy Act (NEPA). Specifically, I want to know what the three levels of NEPA review are.
If the Environmental Assessment reveals significant potential impacts, the final level of review is required: an Environmental Impact Statement (EIS). An EIS is a comprehensive document that thoroughly examines the project's potential effects on the environment, including both direct and indirect impacts, as well as alternative solutions and mitigation measures.

NEPA compliance review encompasses three distinct levels, each designed to assess the potential environmental impacts of a project. The first level is Categorical Exclusion (CATEX, CE, or CX), which applies to activities that are considered to have minimal or no impact on the environment.

When a project falls outside of Categorical Exclusion, the next level of review is Environmental Assessment (EA). This process involves a more detailed analysis of the project's potential impacts on the environment, including air, water, and land quality, as well as wildlife and cultural resources.
