Why is 100% CRIT Rate bad?

I'm wondering why having a 100% CRIT Rate is considered undesirable. I would think that always critically hitting would be beneficial, but apparently, there's a downside to it that I'm not aware of. Why is 100% CRIT Rate bad?

When fighting Ruin Machines, players should focus their Aimed Shots on the exposed cores. This will guarantee a CRIT Hit and deal significant damage to the enemy.
